Electric road vehicles (EV) implies all road vehicles, including plug in hybrid road vehicles (PHEV), that derive all or part of their energy from on-board batteries.

The aspects covered include characteristics and operating conditions of the supply device and the connection to the vehicle; operators and third party electrical safety, and the characteristics to be complied with by the vehicle with respect to the a.c./d.c. EVSE, only when the EV is earthed.

It is especially applicable to those lamps which are listed in IEC 60809. However, the standard may also be used for other lamps falling under the scope of this standard, as well as for future developments, e.g. such where the light is produced by light emitting diodes (LED). 
It specifies requirements and test methods for the measurement of performance characteristics
such as lamp life, lumen maintenance, torsion strength, glass bulb strength and
resistance to vibration and shock. Moreover, information on temperature limits, maximum
lamp outlines and maximum tolerable voltage surges is given for the guidance of lighting and
electrical equipment design.

It is especially applicable to those lamps which are the subject of legislation. In particular, it includes the lamps contained in Regulations1) No.37 and No.99 of the Geneva Agreement of 20 March 1958 of the United Nations Economic Commission for Europe (ECE). However, the
standard may be used for other lamps falling under the scope of this standard.

The standard specifies the technical requirements with methods of tests and basic interchangeability (dimensional, electrical and luminous) for lamps of normal production and for standard (étalon) lamps.

radiation are excluded. Any other unforeseen incidents are also excluded. The possibility of
their occurrence should be taken into account in special cases. Offshore locations are not
included.

Conditions of stationary use, portable and non-stationary use, use in vehicles and ships, and
