MANUAL OF TESTS AND CRITERIA FOR TRANSPORT OF DANGEROUS GOODS - PART 3: CLASSIFICATION PROCEDURES, TEST METHODS AND CRITERIA RELATING TO SELF-REACTIVE SUBSTANCES OF DIVISION 4.1 AND ORGANIC PEROXIDES OF DIVISION 5.2 - SECTION 1: INTRODUCTION TO PART 3
New substances, capable of exothermic decomposition, offered for transport shall be subjected to the classification procedures for self-reactive substances as set out in this part unless:
a) they are explosives according to the criteria of Class 1;
b) they are oxidising substances according to the assignment procedure of Division 5.1;
c) they are organic peroxides according to the criteria of Division 5.2;
d) their heat of decomposition (see 3.3.3) is less than 300 J/g; or
e) their self-accelerating decomposition temperature is greater than 75 °C for a 50 kg package.
New organic peroxides offered for transport shall be subjected to the classification procedures as set out in this section unless the organic peroxide formulation contains:
a) not more than 1 % available oxygen from the organic peroxides when containing not more than 1 % hydrogen peroxide; or
b) not more than 0.5 % available oxygen from the organic peroxides when containing more than 1 % but not more than 7
